Dynamic traffic signal optimization is a traditional method of improving the efficiency of urban roads. Based on the technology of connected vehicles (CV), this paper proposes a novel traffic signal optimization model for urban intersections. First of all, the comprehensive index (CI) is established, which represents the ratio of average queuing time with the traffic capacity as the optimization target, which takes the ratio of the two evaluation indicators as the optimization function. It can achieve the effect of minimum queuing time and maximum capacity at the same time. Secondly, considering the actual influence of connected vehicles, this paper takes the phase period and the effective green time as the constraint condition, meanwhile the new intersection signal optimization model in the connected vehicle environment is established. Finally, the VISSIM/MATLAB simulation is tested to analyze the traffic state of the proposed model, including the Webster model and the optimization model proposed in this paper (CV model). The results show that the optimization effect based on connected vehicles (CV model) is much more obvious than the original and Webster models at a medium or high saturation state (0.6- 1.0), so it is of great application value in the field of connected vehicles.
