Policy analysts have not paid much attention to a Park-and-Ride (P&R) facility suitability model that is tailored for a small-sized MPO. This paper proposes and describes such model. The proposed model has two phases and each phase requires different input data and generates different information of interest to MPO staff. Phase 1 produces information that allows MPO staff to narrow down to a few suitable areas to site the P&R lots. Phase 2 generates information to identify a manageable number of suitable parcels within the suitable areas that are most suitable P&R lots. This model was implemented in a small-sized MPO in Iowa and proved to be effective.
