Nuclear security has previously been dominated by a philosophy of physical protection, often referred to as "Guns, Guards and Gates". This scheme has served well in the protection of nuclear and other radioactive material assets worldwide. Threat actors today, however, have embraced computers as both a means and target of attacks. The advance of computers and their use in all aspects of operations, including security systems at facilities associated with nuclear or radioactive material has changed the security paradigm to one of "Guns, Guards, Gates, and Geeks". Computer security is now essential elements of a nuclear security regime. The purpose of this paper is to outline the IAEA Division of Nuclear Security's programme to support Member States, upon request, in enhancing information and computer security. Expert meetings, Nuclear Security Series guidance publications, and education and training provided by the IAEA in this area serve to inform and support Member States development of national policy, regulation, and programme implementation for computer security.
