Development of a Computer Aided Licensing Support System (CALS) for Digital IC System Review Process

Under the current one-step licensing practice, the total licensing review process takes longer time (~6-8 years) than construction process (~4-6 years). Such lengthy review process is definitely needed in order to guarantee safety of nuclear power plants. However, it is believed that advanced information technology could be applied to speed up and streamline the licensing review process. Based on our experience of reviewing digital I&C system of Lungmen nuclear power plant, a Computer Aided Licensing Support System (CALS) has been developed for the purpose of improving the quality and efficiency of licensing review process. The development of CALS consists of the following three tasks: 1. Developing a web site for sharing and exchanging various digital I&C related information, including regulations, review guides, submittal documents, review comments, etc. 2. Developing ontology for digital I&C licensing domain knowledge. The ontology consists of major concepts, properties of concepts, and relations among concepts of digital I&C knowledge. The ontology provides underlying structures and mechanisms for automating the licensing reviewing process. 3. Developing regulation conformance evaluation tool. Based on the developed ontology and application software programs, a regulation conformance evaluation spreadsheet is developed. This spreadsheet can keep tracking and indicating the completeness, quality of licensing review progress. The details of CALS and sample application will be presented in the paper.
