摘要

Lacking water and frequent occurrence of drought in the central of Gansu and Ningxia Province leads to the low living standards of farmers in the area.On the contrary,there are well lands and sufficient sunlight.In order to improve the farmers' living level,to promote the sustainable development of society and economy and to realize the regional rational development and effective protection of water resources,a water supply project,to continuously develop land resources and expand the irrigation area,is planned on the basis of irrigation water saving in their existing irrigation districts.Absorbing experts' suggestions and considering the index usability.The index system is of multi-level,gives the meanings of indexes,puts forward the evaluation method,and discusses the threshold values for the indexes.In the index system,six aspects such as water drawing,water supply,water use,water saving,water return and influence on society are involved and several indices.This index system would be applied to evaluate the planning area water resources conditions,development and utilization,carrying capacity,etc.and to screen the planning water use schemes.The evaluation results will provide basis for recommending reasonable planning water use scheme,improving water resources management level,increasing water resources utilization efficiency,and realizing optimization allocation of regional water resources.
