To construct the evaluation index system based on industrial upgrading,according to industry upgrading assessment level and industrial upgrading evaluation information grey characteristics,selection of multilevel grey evaluation method to evaluate the degree of industry upgrading of Heilongjiang Province,the comprehensive evaluation of the value of 6.4844,rating is partial and biased,better.According to the evaluation process the obtained weights for size comparison,reach industrial upgrading path:promoting technological progress,the use of foreign investment,vigorously develop high-tech industries,promote the industry sustainable development and effective utilization of resources.
