In recent years, with the progress of urbanization in China is accelerating the rapid expansion of city size, economic and social activities are more and more, is also growing demand for urban public transport, in order to ease the pressure of the inner city road network, and consider the environment factors, priority should be given to the development of urban rail transit.For a comprehensive evaluation of urban rail transit planning program, considering the road network planning evaluation, the program is divided into the planning: cost type, benefit type and moderate type.Applying the deviation method of minimum subordinate degree obtained the pros and cons of each program.First, confirmed the membership functions, then defined the evaluation index of the non-dimension normalization functions of the rail transit network, and next to make the multi-objective program evaluation problem into a single target problem to solve, and through the deviation method of minimum subordinate degree evaluate the plan comprehensively.Finally, verified the feasibility of the method by a project application.The determination of the rail transit network planning need to consider the various factors.The case just gives some important factors.Secondly the deviation method of minimum subordinate degree is a kind of a decision-making plan of fuzzy multi-objective system.It can make the qualitative index into quantitative index and make each index non-dimension.
