Operating Risk Control Analysis for Urban Rail Transit Based on HSQE

The operating risk of an urban rail transit (URT) system involves the four key areas of HSQE (Health, Safety, Quality and Environment). Effective control of various risks is the precondition to ensure operational safety and reliability. In terms of general methods of risk management, by analyzing the perimeters of risk domains and their acceptability levels based on HSQE, the paper elaborates on the risk identification process and puts forward a risk control approach with two steps, including comprehensive risk analysis of the transport system and management system implementation related to each domain of risk. The countermeasures of operating risk management for a URT are discussed as well.
