摘要

There are many factors with complicated inter- relationships that affect arterial highway safety. Many uncertainties exist between traffic safety counter-measures and their expected effectiveness. In the process of developing countermeasures of arterial highway traffic accident prevention, it is an essential task of current traffic safety management to deal with the above-mentioned uncertainties effectively and to make scientific evaluation and selection of the countermeasures with an aim of allocating social resource reasonably. Upon systematic analysis of the characteristics of the traffic accidents and summarization of highway safety countermeasures, the arterial highway safety countermeasure system is proposed. With Crash Reduction Factor (CRF) borrowed from USA applied, the effectiveness analysis of arterial highway safety countermeasures is implemented. Based on the above, and with help of Inductive Learning Approach, the intellectualized evaluation model for arterial highway safety countermeasure is established.
