In May 2009, United States President Barack Obama delivered a speech outlining the security risks associated with Information technology in the digital age we live in. In this address, the President outlined the potential for risk to America's infrastructure posed by cyber security crimes. He also announced his intention to make cyber security a priority for his administration. Information security is a vital component of any Nuclear Materials Control & Accountability (MC&A) safeguards and security model. The distribution of sensitive and classified government information by way of the website WikiLeaks served as a powerful reminder of the potential of an insider to cause considerable harm posed to our organizations, our country and the world. This paper discusses potential vulnerabilities to MC&A systems. It examines and recommends physical and administrative controls for mitigating these threats. IT will also examine regulatory compliance, which will serve as a baseline for what areas of information security need to be covered. The government report on WikiLeaks will be examined and serve as a lessons learned. Finally, the paper will make recommendations for strategies that can be employed to assure accountability information unauthorized removal or distribution.
