A long-term sustainability of the nuclear material MPC&A system is ensured by the implementation of an established, ongoing Program of the MPC&A system performance testing, developed with the assistance of the security department, focused on using modern equipment, organizing personnel training and retraining based on interaction and coordination of all activities involving both technology and people using it. A critically important feature of the MPC&A Performance Testing Program implemented at RISI is a strong requirement that as part of the Program the site employees shall continue to acquire new knowledge and skills. Personnel training on the theory and practice of performance testing has great significance. It helps to guarantee the tests to be performed with due quality according to the developed regulations. This paper highlights the issues of organizing such training, with the focus on the significance of evaluating the training feedback. The paper shows that the required MPC&A system effectiveness is maintained not only through a proper operation of the equipment, but through a focus on personnel's devotion to principles of NM handling culture. A comprehensive training on security issues is discussed, and a measurement method for the training feedback is proposed. The training feedback is implemented with the use of computer technologies and a specialized SW developed at RISI that considers the real-life environment and the specifics of the Institute. The proposed system of measuring and evaluating the feedback will help not only with pin-pointing and evaluating the knowledge acquired during training, but with acquiring practical implementation experience at an actual site with due consideration to the influence of positive and negative factors of both the objective and subjective nature. Such system will help define further training direction for the personnel of different groups. This will lead to an enhanced effectiveness of the MPC&A system performance testing and its effective long-term sustainability.
