A Study on the Implementation of Export Controls related to the Nuclear Cooperation Agreement between ROK and USA at KAERI

摘要

This paper aims to study the current situation of the amended nuclear cooperation agreement, which entered into forces in Nov. 2015. To adjust to this change, KAERI should set a new implementation method of export controls meeting the specific articles of this agreement and must consider many constraints for implementing the amended agreement. Above all, KAERI should find a reasonable way to adjust the current changes on export controls related to this agreement. In addition, the changes seem to be very complicated to apply to the export controls at KAERI. However, KAERI should handle these difficulties with the cooperation of the authority of the ROK. KAERI then needs to establish a Web-based system to meet the requirements from the related agreement and administrative arrangement.
