EXPERIENCE, ACHIEVEMENTS AND PROSPECTS OF SEVASTOPOL NATIONAL UNIVERSITY NUCLEAR ENERGY AND INDUSTRY IN TRAINING FOR THE PHYSICAL PROTECTION IN UKRAINE

Ukraine has in operation the 15 nuclear power reactors on four working nuclear power plants, research reactors, and various research laboratories and a large number of enterprises of the nuclear fuel cycle (NFC), and work is underway to build new reactors. All these businesses have different staff, space, infrastructure, but they share the most important thing - they use in their work different types of nuclear materials in various forms, which must be reliably protected from any attempt to steal or sabotage against them. Ukraine a lot of effort and resources invest in solving the problem of nuclear non-proliferation. Active role in the performing are play by border guards and customs service. But these problems can be solved only by highly trained, certified specialists in the field of physical protection (PP). Sevastopol National University of Nuclear Energy and Industry (SNUNEI) is the only institution of higher education in Ukraine, which has a state license for training in PP and ensures the renewing the personnel and retraining and advanced training of specialists in the field of physical protection for the enterprises of the NFC Ukraine and other enterprises. In recent years SNUNEI actively participates in national and international events: courses, workshops, conferences, etc., which is devoted to non-proliferation of nuclear weapons. Ongoing work to improve logistic support classes and laboratories for training in physical protection, development of new advanced training programs and benefits through exchange of experience with companies in different countries, assist in the development of normative legal acts and government documents in the field of physical protection enterprises demonstrated high achievements SNUNEI as the principal place of training in the field of PP in Ukraine. Due to the fact that the variety and quantity of nuclear materials that are used in enterprises of the world is growing, more complex manufacturing processes and etc. badly needed specialists, which should not only be able to securely protect nuclear materials and facilities from terrorists and other threats, but also perfectly understand that they are protecting and what the consequences might be acts of sabotage or theft in respect of these nuclear materials.
