The inverse singular value problem with partial left right singular vectors and singular values

In this paper, we study the problem of constructing a rectangular matrix with the constraints of partial left right singular vectors and singular values given. The necessary and sufficient conditions are obtained, and a general representation of the solutions is presented. Then the expression of the optimal approximation solution to a given matrix in the solution set is given.
