Oversaturated conditions present an additional burden for practitioners due to the lack of adequateoptimization tools for addressing such situations. Unlike under-saturated conditions, congestion requirescareful consideration and analysis of the underlying causes before developing mitigation strategies. Thispaper presents a framework for development of optimal oversaturation control strategies that account foridentification and mitigation of critical underlying causes (critical route and traffic pattern information).The authors outlined a proposed framework that takes into account some basic underlying constraints asapplied to cycle, offset, and split designs. Simulation results revealed that the proposed framework led toa significant improvement of system performance. The results also revealed that different controlparameters within the optimal range improve some performance measures more than others.
