Organizations in this competitive environment are looking at all aspects of theorganization to reduce costs. The safety area is not immune from this. With some organizations,safety is viewed as less essential and therefore subject to reductions. In many cases these safetyexpenditures must be made since they are mandated by governmental regulations requiring safetytraining and equipment. Federal OSHA has mandated safety training since its inception. Furthermore,some states such as Nevada and Missouri now require all construction workers to undergo OSHA 10-Hour construction safety and all construction supervisors to attain OSHA 30-Hour training. New YorkCity requires all workers to have 10-Hour OSHA on all projects over 15 stories in height. Non-compliantemployers can face significant fines if they don’t adhere to this requisite training at the state andfederal levels. The focus of this paper will be US-based because of length limitations rather than aninternational approach. In addition, the paper addresses primarily the construction industry althoughthe concepts enumerated are generally applicable to other industries.
