The control of changes on projects is generally agreed to be a vital element in controllingthe overall cost. But the discussion starts when we try to consider what constitutes a change. Thisarticle examines how the perception of what constitutes a change varies depending on yourperspective (owner, engineering contractor, construction contractors) and on the type of contract youare working under (EPCM reimbursable, lump sum, etc.). It goes on to highlight how it is therefore notenough to have a “change control procedure” fully articulated and in place long before the start of theconstruction phase of any capital project. It is also important to define alongside that procedureexactly what the baseline is, against which a change will be defined.
