Poor project scope definition is known to be one of the main causes of project costgrowth, schedule slippage and operational issues. Some scope definition evaluation methodologies ortools are available in industry; however, the only known tool specific to the pipeline sector isproprietary and limited in terms of the elements that it defines. This paper will cover the process that apipeline company underwent to develop an in-house project scope definition tool (PSDT) used tofacilitate the quantification of scope definition in the pipeline sector during the project screening andplanning phases. This quantification is used to support phase-gate decision making, systemic riskanalysis and project progress assessment. The methodology for the quantification of project definitionwill be described along with the accompanying dictionary which provides deliverable maturitydefinitions for various phases of the project phase-gate life-cycle. The methodology is a best-of-breedapproach incorporating various philosophies available in industry today. A description of the tool, theoutput, and interpretation of the output is included in this paper.
