The private businesses and the governments have the high demand for maintaining more easily the policy management system. The major drawback of the traditional policy management system is that we need to turn off them for their maintenance and updates. We may lose the business opportunities by doing so. To solve this problem, we propose a dynamic policy management framework that supports ontology-based policy specifications, policy synchronization algorithm, policy prioritization algorithm, and policy resolution algorithm. This framework is based on a blackboard system and the policy update can be prioritized, evaluated and validated before being stored and activated on the blackboard system. It also supports an event-driven process, dynamic policy registration and policy deregistration. Our solution is demonstrated in a vehicular network, and it can be shown that the framework is versatile enough to be accommodated many other domains.
