摘要

The construction of innovative enterprise reflects the will of Chinese government to speed up the construction of technology innovation system, so the correct evaluation of innovation ability will play an important part in improving international competitiveness for innovative enterprises in China. Based on the theory of innovation ability and innovative enterprise evaluation, the paper analyses three factors influencing innovation ability of innovative enterprise from the resources, ability and environment. An evaluation index system, in which the AHP method is adopted, is proposed to estimate the innovation ability of national innovative (pilot) enterprises in Anhui Province. Solution of the evalution yields many insights including the following: First, the organizing ability and dynamic adaptability to the environment are considerde as the key factors, Second, national innovative enterprises have advantages in innovation resources, developers management, intellectual property management and policy environment, meanwhile the national innovative pilot enterprises perform better in product gains, innovation strategies and R&D environment, Third, the poor profitability is a universal important problem for innovative enterprises.
