摘要

The determination of port scale is core issue of port development planning. Traditional port-scale models mainly take the minimum cost of logistics as objective function. Breaking traditional port-scale determination theory, safety risk factors are added in objective function with disaster economic theory. Besides, risk cost influencing factor and calculation method are studied, dangerous port scale dynamic optimizing model with algorithm framework are build. At last, the detail calculation steps of dangerous article port-scale optimization are designed.
