A better understanding of the physics occurring during two phase horizontal refrigerant flow is important to predicting the performance of two phase flow systems. The objective of the current paper is to present the development of a two phase flow test facility. The ultimate goal of this facility is to study the effects of transient heat loadings into a thermal management system. Initial measurements from advanced measurement techniques including high speed video analysis and electrical capacitance tomography (ECT) are presented in this paper. The mass flux of R134a investigated ranged from 0-300 kg/m~2s, with an applied heat load of 0-200 W. The saturation temperature was controlled between 18-23 °C, with a system pressure between 600-650 kPa. Flow quality measurements from each measurement technique are shown to be possible pending further investigation. Pressure drop and heat transfer coefficient models will require further investigation and additional testing techniques.
