The value of safety monitoring and exchanging safety data is widely recognized. The more occurrence data that is available, the better the aviation (including ATM) improvement decisions can be made and the more comprehensive operational procedural change evaluation can take place. However, the pertinence of the exercise is highly dependent upon the quality and coherence of the data that is to be used for comparison and/or aggregation.
