Study on Countermeasures for Administrative Ethic Disorder of Public Servants in China

摘要

The study on countermeasures for administrative ethic disorder is divided into external control and internal control. The logic start point of study on external control is regarding the public servants as "economic men", for which the philosophical basis is "the evil of human nature". So the main measure to prevent the administrative ethic disorder of public servants is "elimination of human desires". The logic start point of study on internal control is regarding the public servants as "social men", for which the philosophical basis is "the goodness of human nature". So the internal quality of public servants may be improved through education.
