With the 2008 financial crisis sweeping the world, China's economy was once hit hardly. In 2009, by the joint efforts of the government, enterprises, social communities, China's economy achieved a V-shaped rebound. Import and export recovered rapidly. As the economy picking up, corporate orders surged, but companies have been slow to find enough suitable workers — a blue-collar "labor shortage" spreaded from coastal cities to the inland area. In this paper, we'll analyze the cause of this new round of blue-collar "labor shortage" from the perspective of human resource management. And we'll try to provide multiple solutions to the government, businesses, and schools based on China's specific condition.
