After the severe winters of 2007 and 2008 it became a prioritised objective for RMTO (RoadMaintenance and Transportation Organization) to improve the Winter Road Maintenance inIran. With around 80% of all transportation in Iran being dependent on roads, both withregards to Road Safety and the Economic effect of non-accessible roads, it is a greatimportance to keep the roads open and safe during winter conditions.The Project of Winter Road Provinces Maintenance has been divided into four phases asexplained later in the paper. This is the final report from Phase 1 – the Pre-Study, which will bethe basis for Phase 2 – the new Iranian Model for Winter Road Maintenance.The Pre-Study tries to draw conclusions for the whole of Iran road network, but has been basedon studying three Pilot Roads and their organisation;Teheran – Haraz roadTeheran – Qom freewayRudehen – Firouz kuh road.
