Evaluation indexes systems are built up about regional human capital stock, structure, performance and attraction. Their level of Chinese provinces and regions are measured by means of principal component analysis. Based on four variables above, the samples are classified by human capital situation. Then, human capital stock and structure are merged into “Foundation Factor” of regional human capital, and human capital performance and attraction are done into “Potential Factor”. The samples are classified again according to the two factors. Finally, according to classification results, the tendentious views are put forward on human capital policies of Chinese various regions. It is considered that it is helpful to upgrade policies performance and competence of regional human capital from four efforts of human capital stock, structure, performance and attraction.
