Value-added service' proportion in total income is gradually increasing with customer' demand diversification. The user's churn rate is relatively less with the telecom operators support more value-added service. However, the higher value-added services are likely to make service provider and content providers to pressure the telecom operators and drop the telecom operators' competitive value. The paper analyzes the influence of telecom operators' competitive value on the basic of value-added service' increasing. The paper constructs mathematical model about telecom operators charge control the proportion of value-added service 'income in the total value, and mentions that the maximum proportion of value-added service 'income in the total, which can solve the problem of high case of the users' churn rate and ensure the enterprise competitive at the same time.
