The Development of a UN/DOT and ATF Compliant Special Effects Explosives Transportation Packaging/Storage Magazine System

In the motion picture/television industry and to some extent in the entertainment industries in general, there is often a need to use energetic materials to create special effects as part of a production which travels, generally by truck. This can in certain instances create unique compliance challenges given that a production may change its filming location daily or even more often.This, especially given recent changes in the DOT regulations regarding storage incident to transportation, blurs the line between when storage ends and transportation begins. In anticipation of this and in the interest of continuing a long tradition of safe, compliant transportation, storage and use of special effects energetic materials, we began a project on behalf of the motion picture/television industry to develop a storage container system which could be used as both a compliant packaging under the applicable United Nations 1/US Department of Transportation regulations and a compliant high explosives storage magazine under the applicable Bureau of Alcohol, Tobacco, Firearms and Explosives regulations.The following describes the applicable regulations, the practices and procedures of the motion picture/television industry, and the technical and compliance measures taken with respect to the design and testing of the system to balance the competing regulatory interests while maintaining the functionality necessary to make it a practical tool in the modern entertainment workplace.
