HAPs technology is proposed to bridge the "scale gap" between ground-based and satellite-based systems integrating telecommunications, environmental monitoring, and homeland security. Telecommunications: HAPS could play an important role at the Local Loop level, known as the "Last Mile" solution.The combination of lower altitude and regional coverage gives HAPs a more favorable link budget compared to a satellite, representing a power advantage of up to 34dB and 69dB compared to low-earth orbit (LEO) and geostationary (GEO) satellites respectively. Since HAPS return to ground regularly, technical upgrades are much more cost effective than satellites.Environmental surveillance and home security: HAPS vehicles, circling in the stratosphere, can use remote sensing devices to monitoring and control the area beneath the aircraft. This area may or may not coincide with the area serviced by the telecommunication system, which - synergistically - provides a fast broadband channel to transmit the remote sensing information to an operation centre on the ground. Environmental issues include geo hazards: early-warning of fires, landslides, floods, oil spill, earthquake assessment, etc. Homeland security issues include early-warning of terrorist attacks by means of low flying aircraft, surveillance of the national coasts etc.
