Challenges for Metadata Creation and Discovery in a multilingual SDI - Facing INSPIRE

Through the INSPIRE Di rective, metadata will be created for spatial data s ets in a variety of thematic areas. As these metadata can be in any of the 23 official EU languages, approaches for multi-lingual discovery become crucial. In this paper, we present such an approach based on a multi-lingual controlled vocabulary, from which users can select keywords both when cr eating metad ata and durin g disc overy. Du ring discovery, te rms from this contr oiled voca bulary are tra ns-lated into se veral tar get languages, and th e tr anslated te rms are used for querying a catalogue service. While this approach will improve recall and precision (compared to using free-text keywords), further guid ance is needed to find 'good ' keywords. To provid e this gu idance, we p ropose several tech -niques b ased o n s emantic similarity, me tadata s tatistics and the Web 2.0.
