Next Generation Safeguards Initiative: Human Capital Development Programs

In September 2007, the U.S. Secretary of Energy announced the Next Generation Safeguards Initiative(NGSI), to revitalize the U.S. capacity to support IAEA safeguards. One element of NGSI is Human CapitalDevelopment. In this area, the primary goal is to "revitalize and expand the international safeguards human capital baseby attracting and training a new generation of talent." Specific objectives include: 1) developing and implementing ahuman capital management strategy to provide qualified U.S. candidates to staff international safeguards positions atU.S. national laboratories and at the IAEA Department of Safeguards; 2) recruiting U.S. experts for positions ofleadership and influence at the IAEA and increasing the percentage of U.S. personnel working at the IAEA; and 3)working to influence IAEA personnel policies and practices to encourage greater continuity in key safeguardspositions. This paper will provide a progress report on recent accomplishments and next steps.
