摘要

The development of a modern bus network for public transportation in a city greatly improves the city's environmental conditions by reducing the use of private cars. It also results in reduction of fuel used for transport. The selection of the best pathway among all the available ones (NGV, LPG, Diesel with particulates filter, bio-fuel, etc.) considering their advantages (pollutants, greenhouse gas emissions, noise etc.), some of them not easily evaluated, and their disadvantages (costs, practise & expertise changes) are more and more difficult for decision makers. In order to assist the decisions makers to their task, a simple and adaptable decision tool was developed during an European project www.starbus-project.eu . The tool compares the different pathways by taking into consideration criteria like pollutants and GHG emissions from well-to-wheel using the external cost method. Then it combines these criteria with the classical costs data collected from simple measurements for each pathway and finally makes the conclusions by using Cost-Benefit Analysis as a comparing methodology.
