Optimization of Energy Utilization Structure in Heilongjiang Province of China Based on Recycling Economy

Energy resources consumption is a quite important issue for the local development. How to coordinate the local energy consumption proportion among several kinds of energy resources, in terms of the local situations, needs to be studied. Based on the recycling economy, the combination of quantitative and qualitative methods is employed to analyze the current utilization status of energy resources, and to establish a linear optimal model representing the optimization of energy utilization structures in Heilongjiang Province of China. The objective of the model is to achieve the minimum cost of the sum of energy production, energy utilization and the cost of treatment of pollution caused by using such kinds of energy resources. The results show that the energy resource with high pollution, such as coal, should be reduced and the clean energy, like natural gas, electricity and biomass energy, should be increased in the near future. In addition, the operational technical measures to improve the utilization efficiency of energy resources based on the recycling economy are put forward.
