Water Environmental Management and Irrigation Planning Procedures: Irrigation User's Participation and Active Involvement

A collaborative study was conducted at the Philippines' Laoag-Vintar River Irrigation System (LVRIS) adopting diversified cropping during the dry season to determine areas of improvement in irrigation water systemwide environment and water management procedures among irrigation farmer user's association and water management technical staff of the local irrigation office in the river basin. The irrigation planning and water environmental management procedures of the LVRIS were documented, analyzed and management innovations through intervention were introduced and tested for food and water conservation and sustainability. The study which encouraged active farmers' participation in planning and active involement during monthly meetings for systemwide water environmental management showed improved water distribution and rapport between the irrigation user's association and the local water management technicians. However, improvements could still be attained through a careful study of the rotational method of irrigation water management being implemented at river basin of LVRIS during scarce water supply situations in the water environment in order to address food and water conservation and sustainability.
