Official Voluntary Certification of GNSSInstruments and Observers for IACSOn-the-spot Checks

The area aid applications across the 25 EU member statescover almost 128 million hectares. According to EUregulations the area of agricultural fields must be checkedagainst claims to ensure that farmers receive the rightamount of subsidies. The checks are made with the use ofremote sensing technology as well as with a great help ofGNSS (Global Navigation Satellite Systems) systems.According to Commission Regulation (EC) No 796/2004(last modification - 20 August 2007) “agricultural parcelareas shall be determined by any means proven to assuremeasurement of quality at least equivalent to that requiredby applicable technical standard, as drawn up atCommunity level”.The paper presents the validation scheme as well as thefirst preliminary certification test of MIO A701 GPSreceiver to ensure the required level of accuracy andreliability for parcel area measurements for IACS(Integrated Administration and Control System) on-thespotchecks. The proposed procedure and programme oftraining of observers/inspectors for certification ofproficiency to confirm the minimum required professionalskill is also discussed.
