Based on the theory of business capability, this paper addresses business capability formation and evolution mechanism from a view of customer value creation. We consider business strategy reform, which is based on customer value innovation, as the prime inducement of business resource change. It is the resource rearrangement that fits with the value creation activities leads to the improvement and evolvement of the business capability. By taking the factors of business life cycles into account, a case study of express company is also provided to explain the mechanism.
