With the economic development and constant improvement of the administrative skill, the academia realizes the enormous function playing in enterprise's development of human of which the marginal return increases progressively gradually. The economic value of human should be measured and estimated accurately. To meet the need of measuring and estimating human value of enterprise among the dynamic economic environment further, the technological progress function is introduced into the factor function model. The factor function measurement model of human capital value has been set up and revised preliminarily.Considering that the measurement of human capital value is affected by comprehensive factors of various fields, we have made further revision to the capital value factor function model of human from the visual angle of relation of 360 degrees. The fuzzy factor function measurement model that is suitable to be used inside enterprises has been put forward to.
