The report is to experience generalization of the LV worked out upper stage propellant systems as an effective mean of space debris mitigation. Yuzhnoye State Design Office begins to conduct relative recently a hard policy for implementation of measures complex on the passivation. In according to the international normative documents [for example, see Position Paper. Space Debris Mitigation. Implementing Zero Debris Creation Zones. IAA-ESA, 2006], it is carried out in mainly by the measures as: 1. minimization of propellant residuals into the tanks (on the moment of the worked out stage separation) with releasing in environment (including a pressurization gas pressure); 2. releasing of relative high pressure of residual gasses from tanks both of its pressurization system and engines and control system; 3. possible afterburning of the hypergolic propellant residuals in one from the propellant tanks; 4. de-energization of all onboard electrical power sources. Features of implementation and efficiency of these measures, its experimental development and structural embody are given
