This paper introduces the PERA (Purdue Enterprise Reference Architecture) methodology concepts and their application to EMP (enterprise master planning) in the upstream oil and gas industry. Enterprise Master planning experience presented here is related to Engineering Procurement Construction type of new projects with the objective of early stage systems integration to reduce schedules & capital costs, OR the Operations and Maintenance type of projects with the objective of improving production rates or throughput of an existing operating facility. The Master Planning Methodology that we have used for various projects is based upon the methodology that is referenced in ANSI/ISA S95.00.01-2001 Appendix D, which is now adopted internationally as IEC62264-1. PERA's totally generic nature makes it applicable to any industry. The paper discusses three examples from different projects. One application example is from an existing pipeline network where the number of unplanned shut downs at pump stations were 2 to 3 times greater for the recently upgraded fully redundant PLC and telecommunications systems, when compared to the old hard wired relay logic systems which were still in operation at some of their existing pump stations. A second application example shows the positive results from implementing a standardized local SCADA/PLC control and telecommunications system interfacing with a centralized SCADA and Telecommunications for a new facility which was also implemented in the same region. After about Four (4) years of operations the non redundant PLC with redundant network telecommunications architecture had no unplanned shutdowns. The success story was possible primarily because of acceptance of the importance of the system integration requirements in the human sides of the enterprise organization. A third example is that of effective cost benefit, and bid analysis at a very early stage of the project using the techniques from the Master Panning Handbook based upon PERA methodology. This paper uses some of its material from a paper that was presented at the ISA Annual conference in Chicago; EXPO 2005.This paper has a different focus at A & M University. The Focus at A & M is on new technology & communications.
