The important contribution of transport and mobility in the social and economic development of the ECOWAS countries is widely recognized. Nevertheless, on roads in those countries where the activity of this transport mode represents 80 to 90% of long distance traffic and interstate, it is not insignificant to note today the survival of some abnormal practices, real obstacles to the free movement of goods and people. Among them are prominent, racketeering performed at many checkpoints and roadblocks, legal and / or illegal, induced including effects come in costs for economic operators. The establishment of the Observatory of Abnormal Practices (OPA) in ECOWAS countries since 2005 has reduced the phenomenon. However, import of onions from Niger to Togo, continues to suffer harassment in violation of Trade Liberalization Scheme of ECOWAS (SLEC). The main question this paper tries to answer is: what is the extent of corruption along the onion transport chain from Niger, place of production to Lome despite campaigns OPA?
