Tama City oversees several hundred city roads paved with asphalt, totalling over 180 km in length. Today, most of the roads were built 20 to 40 years ago and require major repairs. Because a sharp rise in maintenance and rehabilitation costs are expected, Tama City is adopting the concept of managing road pavement as an asset and is studying ways to make a transition to practice management that focuses on prevention and preservation. These steps are taken to maintain the pavement in good condition efficiently and appropriately. For this study, we built a pavement management database system that plays a vital role in establishing a maintenance and management method that integrates the concept of asset management. Specifically, we determined the deterioration curves of the pavements using the database developed from the road surface surveys. We then projected the levels of deterioration so that maintenance and repair plans can be proposed in a proper fashion over the medium term (about 15 years), and studied methods that could be used in implementing the repairs. Moreover, we estimated the lifecycle cost based on the predicted deterioration, analyzed the advantages and disadvantages against administrators and users of selectable repair method.
