An Analysis on the Situation and Countermeasures of the Management of Intellectual Property Rights in Sichuan Export-led Manufacturer

This paper discusses the situation of intellectual property rights (IPR) management in export-led manufacturers in Sichuan province in China. Based upon the investigation and analysis of construction of IPR management institution and system, as well as public service platform and agency service, we observed such problems existing in IPR management in Sichuan as: 1. The low IPR capability can hardly support independent innovation for the firms; 2. Since there is no integrated IRP management of technological innovation, the enterprises are under great IPR risks; 3. The low level services of agencies and the scattered resources of public service in the government result in the high cost of IPR protection. Accordingly, we suggest that enterprises do the following: 1. strengthen the capability building of endogenous IPR; 2. establish alarming mechanism of IPR; 3. be good at assembling different IPR tools; 4. integrate the resources of public service in the government and enhance the level of agency service. A questionnaire method was adopted in this paper.
