Emissions Trading: Developing Frameworks and Mechanisms for Implementing and Managing Greenhouse Gas Emissions

The impact of voluntary greenhouse gas emissions reductions on the government, business and private community is being answered through a variety of government programs spread across many federal agencies. The US-EPA has created a variety of Climate Protection Programs that address specific market transformation and standard offer programmatic issues. Key to success in EPA's program have been the projects and frameworks of cooperation developed. Current development at EPA is to target specific initiatives that create federal, state, local government and higher education involvement to create implementation projects and the necessary development mechanisms, create networks of collaborative groups to discuss the technical feasibility to reduce the greenhouse gas footprints and development of regional energy strategies for the purposes of sequestering, collecting and trading GHG emissions. These approaches are being undertaken in the development of multi-layer ecosystem banks, the development of commodity values for GHG reduction, the development of models to facilitate environmental and ecosystem impact decisions and the need to develop infrastructure to support the voluntary decision making process for greenhouse gas emission reductions. The results of these efforts crosstie across federal and state agencies and are leading to policy and management decisions. This presentation will be an update on activity and status of current programs in the EPA with special emphasis on EPA-Regions and their activity to create infrastructure to support emissions trading, energy production, sequestration and GHG trading strategies.
