ASSESSING OM PRACTICES AT FEDERAL FACILITIES –WHAT DO THE ESET DATA TELL US?

In late 2005, the Department of Energy (DOE) FederalEnergy Management Program (FEMP) Energy SavingExpert Teams (ESET) conducted assessments at 28Federal sites. These assessments were directed byPresident Bush in a memorandum to Federal agencies inresponse to projected natural gas shortages resulting fromHurricanes Katrina and Rita. The primary focus of theESET assessments was to identify low-cost and no-cost(operations and maintenance-oriented) energy efficiencymeasures that the sites could quickly and easily adopt torelieve the expected supply shortfall, while also realizingsignificant energy and cost savings. The assessmentssuccessfully identified large potential natural gas savingsopportunities available at low-costo-cost through energyefficiency measures such as boiler tune-ups, repair ofsteam and condensate leaks, repair of missing and/ordamaged insulation, adjusting temperature and setbacksetpoints, and modifying equipment operating schedules.Because these savings opportunities were largelyanticipated, the issue now becomes one of helping facilitymanagers more easily identify and address theseopportunities as they arise.
