In this paper, it is argued that the Design-Build (DB) contracting strategy is not an appropriate vehicle for appropriating risk in an "underground" project or in any project if the owner attempts to transfer disproportionably high risks to the DB contractor without a mechanism for the bidders to evaluate the risk that they are assuming. Inappropriate risk transfer drives up costs while still leaving the owner with residual risks associated with defects that may not become apparent until well after the expiration of the warranty period.
