BASICS OF AIR EMISSIONS SOURCE TESTING FOR LANDFILL GAS-FIRED ENGINES, TURBINES, AND FLARES

An increasing number of landfill gas utilization projects are required to measure and comply with air emission limits for species such as NO_x, particulate matter (PM), particulate matter less than 10 microns (PM_(10)), and nonmethane organic carbon (NMOC). Most facility operators have limited experience in managing and contracting out for these measurements. The Los Angeles County Sanitation Districts (the Districts), being regulated by the South Coast Air Quality Management District (SCAQMD), have been required to routinely conduct source tests for two decades. The Districts currently contract out 40-50 source tests per year. This paper will share the Districts experience and lessons learned. Key factors to be addressed will include: reasons for testing, what to test, how to select a test contractor, the cost of testing, and a description of emission measurement techniques including discussion of testing nuances that can have large impacts on measured emissions.
