摘要

This paper introduces the classical evaluation methods of regional S&T strength and analyzes the drawbacks of the existing methods and the reasons for errors generated in the practical application. At last, the paper puts forward improvement on evaluation method of S&T strength-Soft&Hard-Index Evaluation Method and makes it into practical application accordingly.
