In VE, the two important processes are the evaluation of the present function and the design of the innovative project. This paper deeply analyzes the disadvantages of the methods of the quantization of function and the optimization of value that used in value engineering currently: the methods currently used in the quantization of function still are experimental and rough on the whole; in the optimization stage of the low-value product, the ways and means are basically qualitative and dose not accord with the principle of management science. The concept of "exergy" that denotes the capability of doing work of a compound system in Thermodynamics is introduced into the study, on the stipulation of the synonymity of system function with the generalized exergy brought forward by the author, a new method of the quantization of function and the optimization of value based on generalized exergy is inducted into VE. The method's feasibility also is studied here, and the superiority of the method is in that function F with all kinds of conformations have an uniform unit and are horizontally additive and lengthways comparative, many fomer processes will be unnecessary now.This article is a kind of breakthrough innovation to traditional methods in VE.
