Given the anticipated budget shortfalls of major transportation agencies throughoutthe USA, the need for more effective and efficient management procedures is clear. Recognizingthis, the US Federal Highway Administration recently established the Office of AssetManagement and many infrastructure owners have initiated a transition to Asset Managementfrom their current, more fragmented approach. In this paper, the writers are motivated to discusshow they have identified, framed and structured the issues that govern a transition by a majorstate DOT such as the Pennsylvania Department of Transportation (PennDOT) to Asset Management.First an overview of Asset Management as well as current bridge and pavement managementsystems are presented. Next, a discussion of the fundamental building blocks requiredfor a successful transition is presented and various options for developing these building blocksare given. The paper concludes with a brief discussion of the current direction of PennDOT'stransition.
